The fighting also left 25 million people — more than half of the country’s population — in need of humanitarian aid, Griffiths said.Adding to the calamity, a cholera outbreak was reported in the capital and other areas in the country, with more than 1,000 suspected cases detected in Khartoum and the provinces of Kordofan and Qadarif, he said.Since the breakout of the war, the Greater Khartoum area — the cities of Khartoum, Omdurman and Khartoum North — has become a battleground, with airstrikes and shelling taking place in densely populated areas.There were reports of rape and gang rape in Khartoum and Darfur, mostly blamed on the Rapid Support Forces. 三 |      　　受害人 小兰：那个人自称是一个明星的助理，说可以帮助加到那个明星的微信，我就问他，我说你是不是坏人，我有点害怕你是坏人，然后他说他不是，我说让他拍一个证件过来。他说他等会给我拍。     　　这个自称明星助理的工作人员一边以“等会儿拍”、“结束后就发”等理由拖延发送证件照片，另一边又不断给小兰介绍，自己手中有多位明星的资源。     　　受害人 小兰：他当时给我拍了一段视频，旁边有几位明星的照片，还有一个证件没看清。　　虚构身份验证流程 以转账为名实施诈骗      　　就在小兰逐步放松警惕之后，这位“明星助理”又告诉小兰，为了防止出现骚扰明星私生活的情况，需要对她的身份进行验证。而验证的方式就是转账。      　　受害人 小兰：后面就是他先让我进行了一些操作，说是为了帮我解除嫌疑，然后让我一直做。　　谎称转账可返还 连环套路骗走3万多元      　　一开始，对方让小兰先转了900元，用于所谓的“身份登记”。之后又以操作失误、需要补充验证等理由，让小兰再次转账九千多元，并反复告诉她所有转账都是虚拟的，事后会全额返还。     　　受害人 小兰：因为他说是虚拟的，所以我觉得这个钱是真的不会被转走的。      　　就这样，在对方的一次次诱导下，小兰先后多次向指定账户转账，累计达3.79万元。

四 | 每次转账后，对方还叮嘱小兰删除转账记录，以此躲避家长的检查。     　　直到小兰的母亲发现账户资金异常，反复追问之下才得知女儿被骗，随即向警方报案。      　　接到报警后，银川市公安局经济技术开发区分局刑事侦查大队迅速启动反诈应急处置预案，围绕涉案资金流、信息流开展紧急研判。

五 | 通过梳理数十条转账记录，逐级追查资金转移路径，发现受害人转入的资金在经过多个中间账户后最终集中流向一个位于福建省的可疑账户。

六 |      　　银川市公安局经开区分局刑事侦查大队民警 刘勃文：通过侦查中心研判和当地公安对我们的协作，发现犯罪嫌疑人的反侦查意识都非常强，使用的微信账户和收款账户都不是实名本人，转账资金也经过了多层的分流。我们通过对大量资金流和信息流交叉比对、逐条溯源，最终才精确锁定了陈某某的身份信息和落脚点。

七 | 　　涉多起案件 追赃挽损同步推进      　　目前，犯罪嫌疑人陈某某已被抓捕归案。警方通过进一步审讯发现，犯罪嫌疑人还涉及其他多起诈骗案件，侦办工作和追赃挽损正在同步推进。     　　警方介绍，此类针对未成年人的“明星社交账号”类诈骗较为突出。

八 | 未成年人辨别能力较弱，极易被“免费添加明星微信”“独家粉丝福利”等话术迷惑。

九 |      　　银川市公安局经开区分局刑事侦查大队民警 赵一帆：这种未成年人追星类的电信诈骗，近期呈多发态势，套路是环环相扣，并且隐蔽性极强。骗子就是利用小孩对明星的崇拜心理，来诱导孩子一步步操作。

十 | 通过微信转账，并在微信转账结束后，删除微信转账记录。家长在第一时间难以发现。      　　对此，警方提示，手机支付密码是家庭资金安全的一道重要防线，建议对手机转账设置限额，开通短信、App通知等多种方式的交易提醒，一旦发现异常转账，可以及时处置。

十一 |      　　银川市公安局经开区分局刑事侦查大队民警 刘勃文：家长要保管好手机支付密码，不要随意告知孩子。同时要多关注孩子的上网行为，一旦发现大额转账、频繁支付等异常情况，要第一时间核实。发现被骗后要立即报警，越早报警挽回损失的可能性就越大。　　引导孩子理性追星 增强反诈意识      　　此外，警方也建议，家长应该更多地和未成年子女沟通，引导他们理性追星、增强反诈意识。未成年人遇到涉及转账、扫码等操作时务必与父母商量，不轻信、不转账、不隐瞒。

十二 | 学校和社区也应加大对未成年人的反诈宣传力度，形成家庭、学校、社会三方联动的防护体系。
